The Senior Special Assistant to Governor Okowa ( special duties ) on Contributory Health Commission, Dr. Michael Nwoko has reassured Deltans of massive votes for Gov. Okowa in the march 9th , 2019  Governorship and House of Assembly elections inspite of the opposition party’s victory at the Presidential level.

In this exclusive interview with The Delta Broadcasting Service,  Asaba  ( Golden Ride Tv) of OAP Dew Jemima Wilson,  he spoke exclusively on the mood of the just concluded Presidential and National Assembly Elections where he highlighted the reasons behind anticipated massive votes come March 9th 2019 for the re-election of Gov. Okowa in the face of APC’s presidential victory, the health components and advantages of the State Contributory Health Commission , ORO 2019  and electorate’s confidence on candidacy and party structure as indices for victory .

How would you capture the mood of the just concluded Presidential and National Assembly  elections ?
The Presidential and National Assembly elections was generally peaceful in Delta State especially in Aniocha North Local Government Area ( Idumuje-ugboko) where i voted. Materials arrived to time and voting commenced early. On logistics and timing, INEC should improve on it generally and close the time gap occasioned by logistics problems.
What is your opinion on INEC's Presidential and National Assembly collation process ?
The process is clumsy and slow. It is very disturbing and poor in performance rating for INEC to take days to collate and announce the winner of the presidential election. Going on recess again and again is time consuming and unecessary. INEC should collate votes and present winners in quick time. This delay should not be replicated in the forthcoming gubernatorial elections.
Do you fault the use of the military force as security measures in the 2019 elections?
The military force noticed were on major roads and not inside the polling units. I can categorically tell you that they were not in sight at Aniocha North as the voting exercise went on smoothly and peaceful .
What could be the reason why past Governors are seen aspiring for senatorial positions?
It must be their desire to render more services to the people. Intentions of past governors to vie for senatorial positions is unique to the individual and it's a choice on free tenets. There is nothing wrong to aspire further in governance.
The victory of the APC at the presidential level will negatively impact on the re-election bid of Governor Okowa on march 9th , 2019 Gubernatorial elections . Do you agree?
The APC’s presidential victory has no impact on the re-election bid of Gov. Okowa in terms of voting strength. I can assure you that His Excellency will record massive votes come March 9th , 2019 because he has delivered well on his smart agenda . The Governor’s track record of achievements will bring him massive votes. Deltans want the Governor back to enable him consolidate on his achievements. Victory is sure for him however the APC’s Presidential victory.
To what extent has the State Contributory Health Commission benefited Deltans?
Health care must be guaranteed in the society. Anybody who is not healthy can not think well and if you can not think well you can not impact in the society.
The main thrust of the present administration’s health policy is to ensure universal health coverage which guarantees availability, accessibility and affordability of health care for all Deltans. It is for this purpose that the Government of His Excellency, Senator (Dr.) Ifeanyi Okowa sponsored a bill for the establishment of the State Contributory Health Commission to the Delta State House of Assembly within three weeks of his inauguration and that bill has since been signed into law. The Commission is already curtailing out of pocket expenses .The Delta State Contributory Healthcare Scheme is a healthcare financing programme designed to create a system where individuals or group of people make monthly or yearly contribution for their healthcare cost thereby giving them access to a defined package of quality healthcare services anytime they need it. The Delta State Contributory Health Commission  implement and regulate the Scheme.
The concept of contributing to healthcare cost is to create a pool, spread the financial risk and ensure sustainability. When everybody contributes, there is enough to ensure everybody gets quality healthcare service at any time of need.
Enrollee contributions will go into a central fund pool with support contribution from the Federal Government through the National Health Insurance Scheme (NHIS), the State Government, international donors and philanthropists. Individuals that cannot contribute,for example the vulnerable people, will be supported to contribute.
Everybody that contributes will be enrolled into the Scheme and will get the benefit of a defined package of healthcare service that covers the key healthcare issues along with access to a healthcare service provider closest to them and of their preference. Deltans registered are benefiting already from the scheme. Deltans should get registered if they have not done so.
What is ORO 2019?
It’s an acronym for Operation Return Okowa 2019 powered by Prince Ned Nwoko, the Deputy Chairman, PDP Campaign Council, Delta State. The indefatigable Prince of Anioma has continued to garner thousands of supporters for the re-election of Gov. Okowa through the campaign strategy, ORO 2019. Prince Ned Nwoko is not resting on his oars to return Okowa for a second term.
Do you think massive votes is hinged on confidence of candidacy or solely on the party?
You can not separate the candidate from the party he represents . There should be a balance in between. Just as the candidate is relevant, the party structure can’t be ignored. Victory depends entirely on both.
